UAE & India Announce New Skills Partnership

The governments of the UAE and India today announced the launch of a new partnership focused on skills development and the mutual recognition of qualifications. The partnership was launched at a forum in Dubai, organised by the Federation of Indian Chambers of Commerce and Industry, supported by the UAE’s Ministry of Human Resources and Emiratisation (MoHRE) and India’s Ministry of Skill Development and Entrepreneurship (MSDE). 

The new partnership builds on a robust institutional framework of cooperation on labour and skilling matters. A strengthened MOU on cooperation in the field of labour was signed during the visit of Shri Narendra Modi, Hon’ble Prime Minister of India to UAE in February 2018. An MOU has also been in place, since April 2016l between MSDE and the UAE’s National Qualifications Authority, on Cooperation in Skill Development and Recognition of Qualifications.

Both India and the UAE have agreed to engage with each other on skills harmonization, aimed at matching India’s programmes for up-skilling workers with the requirements of UAE’s job market. The upcoming meeting of Senior Officials from Abu Dhabi Dialogue (ADD) Member States in Colombo, Sri Lanka on 8-9 May 2018 will, inter alia, focus on the harmonization of skill ecosystems by countries of origin and destination.  The Governments of India and the UAE have agreed to take the lead by partnering to develop, implement and assess the impact of a model harmonization regime. Both countries look forward to announcing their partnership at the ADD meeting.
